SAP calculations and Energy Performance Certificates are legal requirements for virtually every new residential development and conversion project in England and Wales. Without a design-stage SAP assessment, building control cannot confirm that the proposed dwelling has been designed to meet Part L. What Is a SAP Calculation and Why Is It Required?
The Standard Assessment Procedure is the government-approved methodology for assessing the energy performance of new and converted residential dwellings in the United Kingdom. A SAP calculation models the thermal behaviour of the dwelling based on its fabric specification, orientation, heating and hot water system, ventilation strategy, and any renewable energy technologies installed, to produce a predicted annual energy consumption, a calculated carbon dioxide emission rate, and a fabric energy efficiency figure.
The calculated emission rate is compared against a Target Emission Rate derived from a notional building of the same size and shape as the proposed dwelling, constructed to a standardised specification. Compliance with Part L is demonstrated when the calculated emission rate of the proposed dwelling is equal to or lower than the Target Emission Rate. The calculation also checks that the fabric energy efficiency of the dwelling meets or exceeds the Target Fabric Energy Efficiency, which is a separate compliance test introduced to ensure that the building fabric delivers a minimum standard of thermal performance regardless of the heating system specification.
Design Stage SAP Assessments
A design stage SAP assessment is carried out early in the project, typically before planning is submitted or at the start of the detailed design phase, using the proposed fabric specification, orientation, and services design. The purpose of the design stage assessment is twofold: first, to confirm that the proposed design achieves compliance with Part L, and second, identify any design changes that would improve the energy performance of the dwelling, reducing the calculated emission rate, improving the EPC rating, or enabling a reduction in the specified renewable energy provision.
Developers who engage their SAP assessor at the design stage consistently avoid the costly scenario of discovering a compliance problem after the building is substantially complete. A dwelling that does not achieve its Target Emission Rate with the as-specified fabric and heating system will require additional measures to achieve compliance, and the cost of those measures increases dramatically the further through the build programme the problem is identified. Adding roof insulation at design stage costs pennies per square metre. Adding it after the roof is complete means disruption, additional labour, and potentially the removal and replacement of finishes. Adding solar PV panels to a specification that has been finalised and tendered is a contract variation that can cost several thousand pounds per dwelling. Starting with a robust design stage SAP assessment that tests the specification thoroughly before commitment avoids all of this.
As-Built SAP Assessments and EPC Lodgement
The as-built SAP assessment is carried out after practical completion, incorporating the actual air tightness test result, commissioning certificates for any mechanical ventilation, heat recovery, or heat pump systems, any changes to the specification that occurred during construction, and confirmation of the postal address for EPC lodgement purposes. Photographic evidence is required under Part L confirming that construction has followed the details and specification. The as-built SAP assessor collects the required sign-off information from the developer or client, typically via a dwelling sign-off sheet that confirms the as-constructed specification, and processes this with the design stage data including photographs to produce the final as-built SAP report.
Once the as-built SAP confirms compliance, the EPC is generated and lodged with the Landmark national register. The EPC rating appears on a scale from A to G, where A represents the most efficient performance. For new build dwellings, an EPC rating of B or above is typical, and many well-designed new homes achieve an A rating. A higher EPC rating increases the marketability of the property and reduces its estimated running costs, both of which are increasingly important to residential purchasers. From a developer’s perspective, an A-rated EPC is a marketing advantage and a demonstration that the development delivers on its energy performance claims.
How Much Do SAP Calculations and EPCs Cost?
The cost of SAP calculations and EPC services depends on the number of dwelling types in the development, the complexity of the specification, and the timescale required. For a straightforward new build detached house with a standard fabric and heating specification, a combined design stage and as-built SAP calculation with EPC lodgement prices typically start from £350 plus VAT. Extensions, Conversions, and Part L1B
SAP calculations are not only required for new build dwellings. Part L1B of the Building Regulations requires that extensions to dwellings and conversions of non-residential buildings to residential use also demonstrate a minimum level of energy performance. The requirements are different from those that apply to new builds, there is no Target Emission Rate test for extensions, but the extension must achieve specified minimum U-values for its fabric elements and, in certain cases, the overall heating system efficiency of the enlarged dwelling must be assessed.
For conversions of commercial or other non-residential buildings to residential use, the SAP process follows Part L1B but is more complex, as the existing fabric and services of the building often need to be included in the assessment.
