What Is Sound Insulation Testing and Why Is It Required?

Sound insulation testing measures the acoustic performance of the separating walls and floors between adjoining dwellings, assessing how effectively the construction reduces the transmission of sound from one living space to another. The requirement exists because poor sound insulation between dwellings is one of the most common sources of neighbour disputes in residential buildings, and one of the most significant factors affecting the liveability and marketability of new homes. Approved Document E sets minimum performance standards that separating walls and floors must achieve before a development can be certified as complete.

The standards apply not just to the primary separating elements the walls and floors themselves but to the complete acoustic system including all junctions, service penetrations, and flanking transmission paths. A wall construction that meets its target in isolation can still fail the test if acoustic flanking through the floor, the ceiling void, or a connected partition wall allows sufficient sound to bypass the primary barrier. This is why engaging an accredited testing specialist early, and ideally reviewing your construction details before the build commences, is so important.

Airborne Sound Insulation Testing — How It Works

Airborne sound insulation testing assesses the ability of a separating wall or floor to reduce the transmission of airborne sounds, speech, music, television, and similar between adjacent dwellings or rooms. The test involves generating a broadband noise signal using a loudspeaker in one room, then measuring the sound pressure levels in both the source room and the adjoining receiving room using UKAS-calibrated Class 1 sound level meters. The test is repeated with the loudspeaker in multiple positions to account for the acoustic variation within the room, and the measurements are averaged to produce a reliable result.

The difference in sound levels between the source and receiving rooms, adjusted for the reverberation characteristics of the receiving space and expressed as a weighted level difference corrected for spectrum adaptation, gives the DnTw+Ctr value that Approved Document E uses to define compliance. For walls and floors between new build dwellings, the minimum standard is DnTw+Ctr of 45 dB.

Impact Sound Insulation Testing — How It Works

Impact sound insulation testing assesses how effectively a floor construction reduces the transmission of impact-generated noise, footsteps, dropped objects, furniture scraping, and similar from the floor above to the room below. The test uses a UKAS-calibrated standard tapping machine, which generates a series of standardised hammer impacts on the floor surface above at a regular rate and intensity. The resulting noise levels in the room below are measured using UKAS calibrated sound level meters and analysed to produce a normalised impact sound pressure level.

The result is expressed as LnTw and must not exceed the maximum permitted value of 62 dB for floors between dwellings. Impact sound performance is most sensitive to the presence and specification of a resilient layer within the floor construction, and floors that lack an appropriate resilient element almost always fail. Who Needs Sound Insulation Testing?

Sound insulation testing is required for all new residential developments comprising two or more dwellings where separating walls or floors are present between them. This includes purpose-built apartment blocks, terraced and semi-detached houses, maisonettes, and any other configuration where adjoining dwellings share a common wall or floor. It is also required for conversions where an existing single dwelling, commercial building, or other structure is converted into two or more self-contained flats and for rooms for residential purposes such as student accommodation, care homes, and hostels, where the specific requirements depend on the nature of the accommodation and the building control body’s interpretation of the regulations.

If you are converting a house into two flats in London, Essex, Kent, Hertfordshire, or anywhere else in the UK, you will need pre-completion sound insulation testing before building control will sign off the works. The same applies to a developer building fifty apartments in Manchester, a housing association completing a sheltered housing scheme in Birmingham, or a contractor finishing a student accommodation block in Leeds. The obligation is consistent and non-negotiable.

How Much Does Sound Insulation Testing Cost?

The cost of sound insulation testing depends on the number of test sets required, the size and configuration of the development, the locations of the tests within the building, and travel distance to site. As a general guide, sound insulation testing for a straightforward two-flat conversion in the South East of England typically starts from £700 plus VAT, while larger residential developments requiring multiple test sets across numerous floors and orientations will cost proportionally more.
